pkgsrc PRs for japanese packages

Hi!

I'm trying to close pkgsrc PRs. While doing this I found some packages
for the 'japanese' category; while I could try compiling them, I
surely wouldn't be able to test them :(

I would appreciate it if someone could take a look at (and, if
possible, handle) the following PRs:
 7926 New pkg: japanese/postgresql [which seems pretty outdated by now]
 9015 add jvim-3.18 package to japanese/jvim3
 9546 a new package: The Multi Lingual Input Method - Egg V4
12211 editors/ng is upgraded to 1.4.3

If any pkgsrc-related questions arise, I'm happy to answer them.
