 実際に入れてみてないのでなんなのですが、
databases/postgresql/Makefile.common で

  CONFIGURE_ARGS+=        --enable-locale

になってて、日本語使う場合に --enable-locale するとまずかったと
思います。ので、

  .if ${PG_ENABLE_LOCALE} != "NO"
  CONFIGURE_ARGS+=        --enable-locale
  .endif

とかなってるといいかと..

 あと、7926 には pgaccess の Kinput2-patch と 
JDBC の japanese-patch が書いてあるんですが、これが本家に
入っているのかどうかは知りません。 ＃ ごめんなさい。
