Moving japanese category to localised

[My apologies for this mail being in English - with the exception
of some very rusty Dutch and some passable German, it's the only
language I know - agc]

I would like to make some changes to the japanese category in pkgsrc.

1. A new category called "localised" will be added
2. All the packages currently in japanese/ will be moved to the new
   localised/ category, and a prefix of "ja-" added to the directory
   name.
3. The main CATEGORY of all the new packages will be changed to
   localised, but the japanese category will be retained as a link.
   (This is for binary packages, in case I'm not making myself plain)
4. All packages which refer to packages in the japanese category
   will be modified to point to the new locations and names.
5. The japanese category will be deprecated in favour of the new
   localised one.

These changes are designed to scale better to different locales,
and were discussed previously on the tech-pkg mailing list.
