取り敢えずの対処としては、

% rails new TestApp1 --skip-bundle

と指定して回避できます。

Ruby 1.9.3ではrake 0.9.2.2がバンドルされていますが、rake-0.9.2.2のgemそ
のものではなく一応の辻褄を合わせたgemが入っていますが、オリジナルのgem
形式のファイルを持っているわけではありません。

--skip-bundleしないとbundle installを実行して、${GEM_HOME}/cache以下に
  gem形式のファイルがないかどうか確認に行くようです。

(しかも、それだけの問題でもないなぁ、gemspecのruntimeの依存関係で収ま
らないではないか...。)
