- use <br> instead of <p> where it makes this look prettier.
- omit some closing tags where that's allowed, to make this easier to edit.
- recover some physical attributes like BGCOLOR, while we aren't using CSS,
to make this consistent with other JNUG pages which specify colors
by either CSS or physical attributes.
- add LINK/VLINK/ALINK colors, since that's recommended.

this version is HTML 4.01 Transitional conformant, except this doesn't
have DOCTYPE declaration, as well as previous version.
(I didn't add it, because further editing may make this not conformant. ;-))
