I found the WinCE SDK downloading page at the following URL.

試しに 70MByte! もあるHandheld PC Professional 3.0 SDK を
downloadしてみました。sdk.exeをunzipしてstrings data1.cabすると、
それっぽいheaderとlibraryが入っているようです。
cab fileを展開するunix用のソフトないですかねぇ。
