use "http://www.jp.netbsd.org/ja/JP/ml.html" instead of "http:../JP/ml.html",
because
- relative path should not have "http:" prefix
- "http://www.jp.netbsd.org/ja/" may be mirrored, but
"http://www.jp.netbsd.org/ja/JP/" may not be mirrored (at least for now)
