alpha で 21140A を使ってるんですが，GENERIC 等で
コメントアウトされている options TLP_MATCH_21140 を有効にしないと
tlp としては認識されないようになっています．

man tlp を見ると

BUGS
     The tlp driver does not match the DECchip 21040, 21041, 21140, 21142, and
     21143 chips on the PCI bus by default.  That is because another driver,
     de, which is more functional in some circumstances, exists for them.  In
     order for support for these chips to be activated in tlp, either de must
     be left out of the kernel, or the appropriate TLP_MATCH_* options must be
     used.

some circumstances ってのがどーいう状況かは知りませんが(^^;)，
i386 や alpha の GENERIC や INSTALL では，tlp/de 両方を入れつつ
21143 以外の 21x4x は de を使うようにしているようです．
